For decades, Pakistan has been accused of nurturing terrorism as a tool of state policy—particularly against India. One of the most glaring symbols of this policy is Masood Azhar, the founder and chief of the terrorist organization Jaish-e-Mohammed (JeM). Who Is Masood Azhar?

Born in 1968 in Bahawalpur, Punjab, Pakistan, Masood Azhar is a radical cleric who emerged as a militant leader in the 1990s. He originally belonged to Harkat-ul-Ansar, another extremist group, before founding Jaish-e-Mohammed in 2000—shortly after his release from Indian custody in exchange for hostages during the hijacking of Indian Airlines Flight IC814.

With reported backing from Pakistan's Inter-Services Intelligence (ISI), the Taliban, and even Osama bin Laden, JeM rapidly grew into one of the most dangerous jihadist groups in South Asia. Its sole focus: waging jihad against India, particularly in the Kashmir Valley.

Under Azhar's leadership, JeM has claimed or been linked to some of the deadliest terrorist attacks on Indian soil:

  • 2001 Indian Parliament Attack

  • 2016 Pathankot Airbase Attack

  • 2019 Pulwama Suicide Bombing, which killed 44 Indian paramilitary personnel and brought the two nuclear-armed nations to the brink of war.

These attacks were not rogue operations—they were meticulously planned, with support networks running deep inside Pakistan.


State-Sponsored Terrorism: An Open Secret

Despite global condemnation and JeM’s designation as a UN-listed terrorist organization, Pakistan has failed to take credible action against Azhar. Instead, he has enjoyed a relatively open existence, with reports often placing him under “protective custody” in military hospitals, rather than behind bars.

In a major counter-terrorism operation in May 2025, the Indian Army launched Operation Sindoor, a targeted strike inside Pakistan aimed at neutralizing JeM’s core infrastructure. The most notable outcome: 10 members of Masood Azhar's family were killed, including his sister and her husband, as well as four close associates.

Following the attack, Masood Azhar reportedly went into hiding. His exact whereabouts are unknown, though Indian intelligence sources suggest he may still be sheltered by elements within the Pakistani security establishment.
